Summary

This position is located in the Department of Health and Human Services, Office of the Assistant Secretary for Health, Office of Research Integrity, located in Rockville, Maryland.


Duties

  • Applies health science and research knowledge and experience obtained by conducting research, teaching, and/or working, in a manner compliant with 42 CFR Part 93, in the PHS-funded research environment.
  • Supports ORI's mission to promote research integrity, prevent research misconduct, and protect public health and PHS funds by contributing to internal program-related initiatives, compliance activities, and regulatory matters.
  • Creates, contributes to, revises, and/or modifies guidance, materials, or resources that aid institutional efforts to comply with and implement the requirements of the PHS Policies on Research Misconduct (42 CFR Part 93)
  • Coordinates and/or accomplishes major projects executed in the ORI program. This may include but is not limited to the efficient and effective development, design, investigation, conduct, study, and/or closeout of such projects.
  • Assists with and/or conducts ORI activities related to 42 CFR Part 93.

Qualifications

Applicants must demonstrate that they meet the Basic and Minimum Qualification requirements, or Basic and Specialized Experience requirements as noted below.

Basic Requirement: You must possess a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree was from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Must provide transcripts)

AND

Minimum Qualification Requirement:

GS-11: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service that includes two (2) of the three (3) following duties:
  • Applying health science and research knowledge to assist with collecting data related to research integrity;
  • Assisting with conducting research and compiling data to aid leadership in identifying emerging issues and problems that will be used to recommend preferred courses of action;
  • Contributing to or assisting with the revision of education, outreach, and/or professional development materials or resources related to research integrity.
OR

completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work for this position. (Must submit transcripts)

OR

a combination of specialized experience and graduate level beyond the Master's level that when combined, equals at least 100% of the total requirement. (Must submit transcripts)

Specialized Experience:
GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service that includes three (3) of the four (4) following duties:
  • Applying health science and research knowledge to collect data related to research integrity;
  • Conducting research and compiling data and assisting with trend analyses to identify emerging issues and problems and recommend preferred courses of action;
  • Developing, revising and/or modifying education, outreach, and/or professional development materials or resources related to research integrity;
  • Conducting policy analyses and outcomes assessments to identify opportunities for potential regulatory or procedural changes.
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service that includes four (4) of the five (5) following duties:
  • Applying health science and research knowledge to conduct research and collect data related to research integrity to improve organizational processes and activities;
  • Conducting research, compiling data, and performing trend analyses to identify emerging issues and problems, and to recommend preferred courses of action;
  • Reviewing, evaluating, and/or developing educational, training, outreach, or professional development materials and resources related to the responsible conduct of research, research integrity, and/or research misconduct;
  • Engaging with stakeholders and the research community in order to promote research integrity and related programmatic activities;
  • Advising leadership on compliance with regulations and/or policies related to health science research integrity.
