The American Hospital Association (AHA) is a national organization that represents and serves all types of hospitals, health care networks, and their patients and communities. The AHA has two main offices, located in Washington, D.C. and Chicago. We are currently seeking a Senior Associate Director, Medicaid Policy for our Washington, D.C. office.  This position is a hybrid role (three days in the office, two days working remote).

Starting base salary = $155,000 - $233,000 (commensurate with related experience).  AHA is committed to fair and equitable compensation practices. A candidate's salary is determined by various factors including, but not limited to, relevant work experience, skills, certifications, and location.

The Senior Associate Director, Medicaid Policy develops and advocates for policy positions to improve health coverage for patients and the hospitals and health systems who care for them, with a specific focus on Medicaid, the State Children's Health Insurance Program (CHIP), and related programs. The primary responsibilities of this position are to develop, advocate and articulate policy positions that enable the AHA to have a positive impact on the policy environment facing its members; to provide analytic support for AHA senior executives and key staff members; to have the support and understanding of AHA’s members; to communicate with members of the public and policymakers; and to assist members in interpreting and complying with changes in related federal policy. Under the supervision of the VP for Coverage Policy, the Senior Associate Director balances an array of responsibilities under continuous time and performance pressures. Essential Functions and knowledge requirements include the following:

  1. Demonstrate expertise in the federal laws, regulations, and other policies governing Medicaid, CHIP, and related programs.
  2. Contribute to AHA's efforts in developing policy on hospital reimbursement and related issues for Medicaid and CHIP programs. This requires knowledge in the varied state programs and complex reimbursement issues associated with these government sponsored programs, including via waivers.
  3. Support AHA’s work with state hospital associations and major national coalitions in developing policy related to Medicaid, CHIP, and related programs.
  4. Monitor and keep AHA leadership and membership apprised of changing Medicaid and CHIP policy and trends, such as enrollment, eligibility, coverage, financing, and payment.
  5. Collaborate with the AHA communications team to develop public-facing messaging, including talking points, infographics, and fact sheets.
  6. Collaborate with the AHA Federal Relations team to execute any Hill-focused advocacy strategies to advance preferred policy solutions.
  7. Previous relevant experience in government employment, Congress, the Executive Branch, or equivalent.

  8. Demonstrated knowledge and expertise in health care, coverage, and hospital reimbursement policy issues under the Medicaid, CHIP and other government sponsored programs.

  9. Demonstrated expertise in health policy and related issues.
