This is supervisory and advanced technical work in the installation, maintenance, testing, and repair of fiber optic network and devices, equipment, and software that City's Traffic Management System (TMS) may utilize in daily operations This work includes data collection, manual and automatic incident detection, communications and networking sub-systems, video management, operations and control, network topology and security, wired and wireless physical plant, ATMS (Advanced Traffic Management System) central software operations/administration and traffic data analysis/reporting.Positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this class is distinguished from other classes by its supervisory responsibilities and specialized and advanced technical skills sufficient to resolve complex fiber optic network cabling problems.

Job Description:

SUMMARY

This is supervisory and advanced technical work in the installation, maintenance, testing, and repair of fiber optic network and devices, equipment, and software that City’s Traffic Management System (TMS) may utilize in daily operations This work includes data collection, manual and automatic incident detection, communications and networking sub-systems, video management, operations and control, network topology and security, wired and wireless physical plant, ATMS (Advanced Traffic Management System) central software operations/administration and traffic data analysis/reporting.

Positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this class is distinguished from other classes by its supervisory responsibilities and specialized and advanced technical skills sufficient to resolve complex fiber optic network cabling problems.

ESSENTIAL JOB FUNCTIONS

Provides guidance and supervision to troubleshoot fiber optic network cabling circuit problems; installs, splices, terminates, tests and repairs fiber optic network cabling for the City’s TMS.

Plans, designs, installs, administers, operates, tests and maintains network LANs, WANs, Wireless LANs, and IP networks used for Traffic Management Systems; installs and maintains physical and virtual appliances, servers, routers, switches, CCTV, VDS, Controllers, VLANs and other hardware to ensure stable operations, system connectivity, network monitoring (including incident and remote access) and network traffic performance.

Develops and follows processes and procedures for network systems change management, configuration control, preventative maintenance, and systems control.

Plans, designs, installs, administers, operates, tests and maintains physical plant security device access and alarms; wired and wireless devices in conformance with established practices for a network environment.

Ensures proper documentation of fiber optic network cabling installations, maintenance and repairs and that all field personnel complete work orders and trouble tickets appropriately.

Coordinates and performs quality control inspections of installations to ensure construction and fiber optic network circuit deployment are in compliance with plans, technical standards and specifications. Initiates corrective action if necessary and conducts follow up inspections.

Maintains functional familiarity with physical characteristics of fiber optic network equipment and related fiber optic network cabling interface requirements.

Stays current with technological developments in fiber optic network cabling equipment, installation techniques, construction standards and test procedures.

Plans, provides orientation and on the job training, and supervises work of assigned staff in a manner conducive to full performance and high morale.

Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May work on a rotating on-call schedule for after-hours repairs of fiber optic networks.

May operate a large truck with splicing equipment and other public works equipment.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Associate degree from an accredited college or university with major course work in telecommunications, construction, or a related area, and six (6) years of experience in fiber optic plant installation, maintenance and repair; or

Graduation from high school or possession of an acceptable equivalency diploma and eight (8) years of experience in fiber optic plant installation, maintenance and repair.

Experience with traffic management system fiber optic cabling is preferred.

CERTIFICATIONS OR LICENSES

Licenses

Valid driver license required. Valid Florida driver license required within 30 days of appointment and at all times while employed in this classification.

Commercial Driver license, Class B or higher (CDL) with airbrake endorsement, may be required to meet department’s operational needs.

Certifications

State of Florida Intermediate Work Zone Safety certification required within one (1) year from the date of appointment.

IMSA Transportation Center System Specialist Level II certification required upon date of appointment.

IMSA Level II Traffic Signal Technician certification Training in TCP/IP network and OSI 7 layer network model is preferred.

Training in virtual machine and cloud computing systems is preferred.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of occupational hazards and accident prevention methods in the installation, maintenance, testing, and repair of fiber optic network systems.

Thorough knowledge of functions performed by a Telecommunications system and its daily operations.

Thorough knowledge of network cabling, systems, practices, placement, conduit design, lateral design and building entrance design.

Thorough knowledge of outside plant (aerial & underground) and inside plant network cabling installation, splicing, and testing methods and requirements.

Thorough knowledge of network cabling interface requirements with network equipment.

Thorough knowledge of guidelines, standards, and regulations associated with network cabling.

Thorough knowledge network cabling related test equipment and tools and the use of such equipment and tools.

Ability to work under high stress levels, with frequent interruptions and with tight and often changing deadlines.

Ability to plan and supervise work of skilled staff in a manner conducive to full performance and high morale.

Strong project management and organizational skills to plan, prioritize, multi-task and independently execute projects/tasks within specific deadlines while maintaining flexibility.

Ability to plan, organize and direct the activities in the areas of responsibility and anticipate their impact on city government as well as the general public.

Ability to analyze problems and exercise sound professional judgment and make logical and valid conclusions.

Ability to plan, coordinate, implement, and supervise work projects.

Ability to operate field equipment utilized in network cabling installation.

Ability to develop long- and short-term plans and programs and to evaluate work accomplishments.

Ability to identify actual and potential problems.

Demonstrates a strong customer orientation.

Ability to prepare and maintain records, reports and work requests.

Excellent written and oral communication skills as demonstrated by the ability to articulate complex information and issues clearly and concisely.

Strong interpersonal skills as demonstrated by the ability to interact collaboratively and productively and to build effective relationships with individuals of diverse backgrounds, including City staff, local, state and national organizations and the general public.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

Work requires physical strength and agility sufficient to perform all essential job functions.

Work requires use of personal protection equipment including hearing protection, eye protection, foot protection, hand protection, and head protection.

Work at heights of over 100 or from pole or aerial devices may be required.

WORK ENVIRONMENT

Work requires performance of tasks outdoors under varying climatic conditions.

Work requires performance of tasks in close vicinity of energized high voltage electric circuits.

Work may require exposure to hazardous conditions and noxious chemicals.

Work may require weekend, late night and/or overtime hours.

Work may require rotating standby.

Work may require performance of tasks in extreme heat and confined areas.
