About the Location

Hybrid Position:

This position may be considered Hybrid based on PetSmart’s FlexSmart policy and business needs. A Hybrid work arrangement is considered to be a blend of onsite and remote work activity. Associates with a Hybrid work arrangement have a work space at Phoenix Home Office and can be required to come onsite between 1-5 days a week as determined by leadership and based on business needs.


About the Job

SUMMARY

The Sr International Trade & Operations Analyst is crucial in orchestrating both international transportation operations and trade compliance. This role oversees ocean carrier pricing, maintains updated carrier contracts, manages carrier capacity for international Vendor to DC business needs, and conducts transportation bids. Additionally, the position ensures full compliance with trade laws, manages customs broker relationships, oversees free trade agreement solicitation, first sale for export, FTZ management, and duty drawback programs. This dual focus is designed to optimize transportation strategies and compliance protocols to efficiently deliver products, involving evaluation of carriers, freight rates, capacity, and regulatory compliance.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Trade Compliance Management – Takes lead in ensuring all transportation activities comply with international trade laws. Manages relationships with customs brokers and managed services provider to ensure the company adheres to import/export regulations and free trade agreements.
  • Carrier and Contract Administration – Ensuring contracts for carriers, brokers, and managed service providers are current by facilitating new contracts along with amendments
  • Rates and Bids – Manages and analyzes both domestic and international rate requests transportation & customs related services bids
  • Cost of Transportation & Trade Optimization – Identifies cost-saving opportunities within transportation strategies. Analyzes impact of trade compliance on overall company cost of goods.
  • Strategic Compliance Analysis – Leads strategic projects assessing the efficiency of trade compliance measures such as FTZ management and duty drawback utilization. Supports cross-functional teams with compliance-focused freight and network analysis.
  • Regulatory and Compliance Research – Stays abreast of changes in trade laws and regulations affecting logistics and customs brokerage, implementing necessary changes in internal processes.

EDUCATION and/or EXPERIENCE 

Bachelor’s degree required from a four-year college or university in Engineering, Logistics, Supply Chain, or related field. Four to six years of work experience in transportation and trade compliance required. Customs Broker License strongly preferred.

SCOPE OF RESPONSIBILITY 

The focus of this job is equally split between International Transportation Operations (50%) and Trade Compliance (50%). This role demands a deep understanding of ocean, drayage, intermodal, and air operations alongside comprehensive knowledge of customs regulations and trade compliance practices including classification, broker management, and duty optimization strategies. The role requires a combination of advanced analytical skills and practical trade knowledge to manage complex and frequently changing scenarios. This position will require a self-driven individual, strong multi-tasking capability with intermediate analytical and advanced technical skills. Responsibilities include integrating transportation strategies with trade compliance requirements. The individual must manage simultaneous projects, ensure regulatory compliance, and achieve the best cost and service outcomes.

TECHNICAL SKILLS 

  • Expertise in multimodal transportation operations and comprehensive understanding of trade compliance regulations.
  • Strong geographic knowledge pertinent to major trading regions including China, SE Asia, the United States, and Canada.
  • Advanced proficiency in analytical and optimization tools, particularly in contexts requiring compliance considerations.
  • Advanced Excel skills, with proficiency in Access, SQL, MicroStrategy, or similar query software.
