This position collaborates cross functionally and sets the strategic direction for the development and optimization of a wide range of IT assets and activities which support the National Health Plan (-NHP-) organization, including all lines of businesses. These assets and activities support NHP-s ability to achieve sustainable membership growth; serve our diverse array of customers, members, patients, and distribution partners; and respond to continuously evolving market and regulatory demands. In addition, the position is responsible for many systems, data assets, and initiatives that are critical to some or all areas of KP. Examples include: Membership Systems, Benefit Systems, Contact Centers systems, Provider Data Management, Document Management, and implementation of new regulatory requirements. This position is a key member of the IT Executive Committee and reports directly to KP-s Chief Information Technology Officer. The Health Plan Technology Services SVP position will have management responsibility for ~500 employees, ~ 10 executives, more than 700 contract resources, and a direct budget of ~$250M. The SVP will also have indirect budget influence on annual business investment spend of $300M. Total budget responsibility and influence is $580M. This position will consistently support compliance with the Principles of Responsibility (Kaiser Permanentes Code of Conduct) by maintaining the privacy and confidentiality of Information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to the applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanentes policies and procedures.
Essential Responsibilities:Leadership responsibilities include the development and delivery of Health Plan Technology Services long term technological and financial strategy. The position is responsible for an array of investment projects that range in size from large programs approved by KP-s Board of Directors to small enhancements. The position will also drive innovation within Health Plan Technology Services and partner with others to do the same across KPIT. This executive will build an industry-experienced executive leadership team to deliver highly complex technical solutions and highly available/reliable/scalable operating services that are both pragmatic and cost effective. The incumbent must work across our diverse and complex operating environment. The Health Plan Technology Services SVP will have responsibility for a leading and delivering on a large portfolio of investment projects which, when business costs are included, are budgeted at $350M.
Functional areas of responsibilities include:
- Membership Technologies - Support stabilization and enhancements to our legacy Membership systems to improve service, cost, and compliance. Manage and develop the KP Membership Connect platform which will replace KP-s three aging membership systems.
- Federal Regulatory Programs - Implement the processes, tools, and capabilities needed to support reporting requirements and comply with regulations for Medicare, Medicaid, FEHBP, and exchanges.
- Member Contact - Extend and enhance KP Telephony Infrastructure (KPTI) to additional contact centers while maintaining high reliability. Also, enhance Member Service Call Center desktop and call routing.
- Health Plan Data Management - Manage NHP data domains, including membership, claims, encounters, groups, brokers, prospects, and consumer preferences. Utilize and provide data consistent with other health plans which improve customer satisfaction.
- Claims and Provider Technology - Optimize claims systems for all KP markets to administer benefits, pay non-KP providers, and manage encounter data for all markets, customers, products, and lines of business.
- Marketing, Sales, Pricing and Underwriting - Standardize systems and processes across all markets to ensure that KP has contemporary capabilities to improve the ability of commercial groups and channel partners to do business with KP.
- Products and Consumer Experience - Enhance product portfolio to improve competitive position and compliance.
- BMO, Compliance and Project Support Services - Business management services to ensure smooth operations within HPTS including, long term strategic and financial planning, life cycle management
In addition to the operational accountabilities described above, the SVP advises the senior leadership on technology matters and represents Kaiser Permanente-s interests to key vendors and outside agencies and interests.
Basic Qualifications:
Experience
- Minimum twenty (20) years of progressively more responsible roles in IT operations and/or healthcare IT, including ten (10) years at Vice President level or above at the corporate, group or business unit level.
Education
- Bachelors degree in related field, OR four (4) years of experience in a directly related field.
- High School Diploma or General Education Equivalent (GED) required.

Additional Requirements:
- Successful track record of IT leadership, execution, and delivery. Experience leading IT organizations in applying innovative IT solutions in support of the business.
- Experience managing executive staff along with expense management of multi-million-dollar budgets.
- Experience in transforming how teams work (e.g. migration to Dev/Ops), modernizing technology through the decommissioning of aging applications and technologies while supporting a journey to modern platforms (e.g. Cloud), and leading the pursuit of innovative and forward-looking solutions.
- Experience in leading large, complex business and IT transformation programs in large complex organizations. Recent large, Board approved Health Plan investment projects were multi-year efforts with budgets up to $1B.
- Executive-level professional that is collaborative and accustomed to working in a matrixed organization structure.
- Demonstrated experience and accomplishments in developing, recommending, and influencing decisions based on a strong fact base, building consensus, and communicating effectively in business (non-technical) terms.
Preferred Qualifications:
- Experience in technology transformations.
- Experience transforming and consolidating organizations.
- Healthcare experience which could have been gained through a combination of consulting and client-side positions with substantial supervisory leadership experience.
