The role:

ODOT’s Statewide Transportation Planning Unit is looking for our next senior transportation and land use planner to oversee the development and implementation of Oregon’s Transportation and Growth Management (TGM) Program! This role is critical to ensuring TGM meets our mission by effectively delivering multimodal planning grants and projects. In this role, you will collaborate with the Department of Land Conservation and Development and other program partners, and navigate budgets effectively. You will use your transportation and planning experience for projects all around the state through program oversight, project scoping and effective program implementation. Apply today!

A day in the life:

  • Oversee the TGM program and planning activities.

  • Identify, develop and implement program objectives, grant criteria and a work program.

  • Oversee program operations and policy direction.

  • Ensure the program complies with ODOT and other state policies, plans and statutes.

  • Develop grant materials and distribute to local governments.

  • Work with internal and external partners to improve the TGM program objectives and policies.

  • Monitor project progress and assist in realigning scopes, schedules and budgets as needed.

  • Develop and manage full life of contract administration.

  • Serve as agency project manager on select related projects assigned by Statewide Transportation Planning Unit Manager.

  • Develop and maintain expertise regarding transportation and land use planning.

  • Design and create a variety of presentation materials to be used at both internal and external events, as well as for our partners.

  • Hybrid work options available. Work in an office environment 2-3 times a month, but may increase based on business needs. Some travel may be required primarily within Oregon.

Minimum qualifications:

Six (6) years of planning experience related to the job;

OR

A bachelor's degree in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field AND three (3) years of progressively responsible planning experience related to the job;

OR

An equivalent combination of relevant education, training, and experience.

Note: A master’s degree in regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field may substitute for one (1) year of experience.

  • Demonstrated understanding of transportation and land use planning concepts.

  • Demonstrated skills in providing guidance, directing and mentoring to guide program development, process improvement, implementation and assessments.

  • Demonstrated experience interpreting state and federal rules and regulations.

  • Demonstrated experience scoping and managing contracts and agreements.

  • Demonstrated experience coordinating multiple program elements including objectives, project selection, implementation and budget forecasting and tracking.
