ABOUT THE POSITION
The role of the Senior Detention Registered Nurse within the CalAIM framework is crucial for bridging the gap in healthcare access and quality for incarcerated individuals. This position serves as a vital link between the complex needs of this population and the transformative goals of CalAIM, ultimately contributing to improved health outcomes and successful community reentry.
Hybrid Schedule:
The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
Fixed-Term:
This is a 12-month fixed-term position. This position is budgeted for 12 months. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position's funding finishes, or the work is completed. Employees in these positions are exempt from the County's policies regarding lay-off order and reduction-in-force rights.

Our Highly Qualified Candidate:
The ideal candidate for a Senior Detention Registered Nurse for CalAIM is a highly skilled and compassionate professional with a unique blend of clinical expertise, program management abilities, a deep understanding of CalAIM, and a genuine commitment to serving a vulnerable population. A thorough understanding of CalAIM's goals, components (e.g., ECM, Community Supports), and implementation strategies, specifically as they apply to the detention setting, is essential.
Clinically, the ideal candidate demonstrates strong proficiency in assessing, diagnosing, treating, and evaluating a wide range of medical and mental health conditions common among incarcerated individuals, including chronic diseases, substance use disorders, mental health disorders, and infectious diseases. Strong leadership and management skills are vital, including the ability to supervise nursing staff, manage programs, and collaborate effectively within a multidisciplinary team. Excellent communication and interpersonal skills are a must, enabling effective interaction with incarcerated individuals, staff, and community partners, with empathy, patience, and cultural sensitivity being paramount. Familiarity with community-based health and social services for individuals transitioning out of incarceration is highly desirable, as are advocacy skills and a commitment to social justice.
Qualifications
Knowledge of:
- Nursing principles, practices, and techniques, including assessment, patient care planning and delivery, patient education, and evaluation of outcomes.
- Medical terminology and equipment.
- Principles and techniques of drug administration and uses and effects of medications.
- Principles, practices and techniques of safety and infection control.
- Laws, rules, and regulations governing the practice of nursing.
- Laws, rules and regulations appropriate to the operation of specialty area.
- Community medical and social agencies and resources.
- Environmental, sociological, and psychological problems affecting nursing care.
- Child and elder abuse and neglect and domestic violence reporting laws.
Ability to:
- Exercise security precautions and safety procedures.
- Plan, implement and administer clinical programs for incarcerated individuals.
- Independently plan, organize, and implement patient care plans and/or referrals, and other nursing activities, solve problems and exercise sound independent judgment within scope of authority and practice.
- Build rapport with patients, collaborate with other healthcare professionals and custody staff, establish and maintain effective working relationships, and address conflicts or challenging situations effectively.
- Research and critically evaluate program specific literature for best practices according to State and Federal regulations.
- Assure quality of care and coordinate nursing services with other providers and programs.
- Administer medications, perform skilled nursing treatments and procedures, and adapt nursing skills to various environments and situations.
- Prepare, maintain, and oversee organized detailed and accurate medical records, compile data and statistics, and write, prepare, and deliver appropriate reports and patient materials.
- Understand and respond to diverse needs of patients within a specialized program.
- Learn detention clinic routines and protocols, common health issues among inmates, and protocols for handling medical emergencies in a secure environment.
- Report child or elder abuse or neglect or domestic violence under the mandated reporter provision.
- Maintain compliance with detention healthcare regulations and standards.
- Communicate effectively, both orally and in written form.
Minimum Qualifications
Any combination of education, training, and experience that would provide the required knowledge and abilities. A typical way to qualify is two years of professional nursing experience, and the education and certification necessary to practice as a Registered Nurse, which include:
- Possession of a valid California Registered Nurse license; and
- Possession of a current CPR certificate.

Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.Testing and Eligible List: Depending on the number of qualified applications received, the examination may consist of a highly qualified review, application screening, online assessment, written examination, oral examination, performance examination, or any combination to determine which candidates' names will be placed on the eligible list. The eligible list established from this recruitment may be used to fill the current vacancy, and any future vacancies for open, fixed-term, full-time or part-time positions which may occur while the list remains active.
Background Process: Applicants successful in testing will be subject to a thorough and rigorous background investigation which may include, but is not limited to, a criminal records check, interviews with friends, relatives, neighbors and employers; verification of DMV records; and overall employment and education history. An applicant may be disqualified for past criminal convictions, poor driving record, providing false background information, and other reasons.
Drug Use Standards: No use of illegal drugs within the timelines described in the Pre-Employment Drug Use Guidelines. Applicants successful in testing will be given a polygraph examination and/or computerized voice stress analysis and will be asked about illegal drug use.Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
