The Public Works Program Manager (Program Manager) is a part of the Waste Management Division within the Department of Public Works. The Program Manager oversees the operations of waste reduction, refuse collection services and associated franchise agreements, County waste reduction efforts, and state compliance reporting. The Program Manager's responsibilities include staff supervision, budgeting, and all aspects of contract management which include monitoring and evaluation of services, program planning, performing quality assurance activities, assessing compliance with relevant laws and policies, writing reports, and making policy and program recommendations to Division management. The Program Manager assists in systems and program-level strategic planning efforts, provides training and technical assistance to community partners, and assists with the implementation and monitoring of state and federal waste reduction mandates. 

Hybrid schedule:

The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

Knowledge of:  Waste Management Hauler Franchise Agreements

Skill in: Staff supervision, communication with decision makers and members of the business community and the general public.

Ability to: Negotiate terms of agreements, write concise staff reports, prepare annual budgets.

The ideal candidate has a broad range of professional level operational experience and expertise in waste management regulations and in the administration of hauler franchise agreements.   As the head of the County's Waste Management program, the successful individual must be able to establish effective collaborative relationships and provide leadership and oversight of the annual budget preparation, supervise staff with a focus on growth development, and negotiate the terms of the hauler franchise agreements with the County.  

In addition, the ideal candidate possesses the political astuteness necessary for navigating successfully within the dynamics of the organization while maintaining sensitivity to the competing needs of a wide variety of internal and external stakeholders.

Knowledge of:

• Administrative principles and methods, including goal setting, program development, work planning and organization and employee supervision.
• Principles of program oversight and evaluation.
• Principles and practices of public agency budget development and administration.
• Principles and practices of contract and grant preparation and administration.
• Practices of reporting and processing financial claims.
• Applicable laws and regulations related to general services and related non-engineering programs.
• Principles of management, organizational and cost analysis.
• General principles of airport operations, facilities and related non-engineering funding sources.
• General principles of waste management agencies, legal guidelines and the planning process.
• Computer applications related to the work.

Ability to: 

• Administer public works programs in a variety of diverse areas.
• Evaluate the effectiveness of assigned program areas and making appropriate modifications.
• Plan direct, review and evaluate the work of staff.
• Provide high level staff support and coordination to a variety of boards, commissions and committees.
• Assess and obtain program and project funds from various grants and other funding sources.
• Conduct a variety of management, operational and budgetary studies and projects.
• Represent the County in meetings with other departments, agencies, contractors, businesses and the public.
• Exercise sound independent judgment within general policy guidelines.
• Interpret, apply and explain complex laws, regulations, policies and procedures.
• Prepare clear, concise and effective reports, grant applications, correspondence and other written materials.
• Establish and maintain effective working relationships with those contacted in the course of the work.

Any combination of education and experience that provides for the necessary knowledge and abilities listed. Typically, equivalent to graduation from a four year college or university with major course work in business or public administration, public policy, planning, engineering or a field related to the work and four years of administrative or management experience in a public works, general services or similar governmental setting.
