Summary
This position performs medical laboratory tests for the diagnosis, treatment, and prevention of disease. Draws blood samples. Instruct patient in proper care of wound procedures after completion of venipuncture. Reports to the Laboratory Manager.
If selected, the GS-04 candidate gains experience toward the full performance level of GS-05 once qualifications requirements met.

Duties
The position is located in an ambulatory health care center located on the Confederated Tribes of Warm Springs reservation. For more information on the Warm Springs Health and Wellness Center, visit the .
The GS-04 selected candidate gains experience toward the full performance level GS-05 to perform the duties listed below.
- Draw blood samples from patients and prepares those specimens for medical testing.
- Administer standardized medical laboratory tests and examinations, many of which are complex and require numerous steps and procedures.
- Instruct patients and personnel (such as Nurse, etc.) in the collection, preservation, storage, and transport of specimens.
- Conduct inventory control, restocking shelves and trays, receiving and stock rotation.
- Clean laboratory, files or retrieves reports, answers the telephone, receives telephone calls, patients and visitors into the laboratory; and
- Maintain proficiency through continuing education, staff meetings, and technically oriented activities.

Specialized Experience
For positions at GS-4 and above: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.

Education and Training
For GS-4: Successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in the GS-3 qualifications. NOTE: The GS-3 qualifications states the following: Successful completion of (a) a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled.
For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled.
MINIMUM QUALIFICATIONS for Grade GS-04:
Your resume must demonstrate least 6 months of general experience that provided a familiarity with the subject matter of the position to be filled AND 6 months of specialized experience that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. General Experience examples include work experience performing a number of tasks where you must follow a number of steps by which a task is accomplished following detailed oral or written instruction. Specialized Experience examples include work experience where you follow established procedures which give carefully detailed instructions on each step of the assigned test and examinations for collecting and processing biological specimens for analysis (includes drawing blood samples). OR
Submit a copy of unofficial transcripts to show a completed associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency.
OR
Submit a copy of unofficial transcripts to show a completed 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients.
OR
Submit a copy of unofficial transcripts to show 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled.
OR
Submit a resume and a copy of unofficial transcripts to show a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-04 grade level.
MINIMUM QUALIFICATIONS for Grade GS-05:
- Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: work experience where you perform chemical, microbiologic, hematologic and immunohematology laboratory procedures that require limited independent judgement and follow established procedures for collecting and processing biological specimens for analysis. Follows written procedures which give carefully detailed instructions on each step of the assigned test and examinations including the techniques, procedures, stains, reagents, chemicals, temperatures, measurements, controls to use and observe, machine settings, etc. Perform phlebotomy services, both fingers sticks and adult venipunctures. Determine correct blood specimen for each test ordered. Adhere to quality control procedures.
- OR
- Submit a copy of unofficial transcripts for a bachelor's degree with major study in medical or clinical laboratory or a related field such as chemistry and/or the biological sciences; OR a bachelor's degree in any field that includes at least 24 semester hours in subjects appropriate to the position to be filled. Eligible courses may include chemistry, hematology, blood banking, microbiology, or the biological sciences.

- Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
SELECTIVE PLACEMENT FACTOR - GS 05
For the GS-05, you must show evidence of possession a current Phlebotomy certification such as Phlebotomy (PBT), American Society for Clinical Pathologists (ASCP), Registered Phlebotomy Technician (RPT), American Medical Technologists (AMT), or Certified Phlebotomy Technician (CPT), or National Phlebotomy Associations (NPA).
CONDITION OF EMPLOYMENT - GS 04
For the GS-04 level, you can obtain a Phlebotomy certification such as Phlebotomy (PBT), American Society for Clinical Pathologists (ASCP), Registered Phlebotomy Technician (RPT), American Medical Technologists (AMT), or Certified Phlebotomy Technician (CPT), or National Phlebotomy Associations (NPA) within 12 months of entrance on duty.
