Summary

This position is located in the Department of Health and Human Services, Program Support Center, Federal Occupational Health, located in Rockville, Maryland.

Duties

The Management Analyst performs the following duties:

  • Conducts various kinds of special projects studies in connection with or having substantial impact on the assigned organization on the administrative, staff, and reporting functional areas.
  • Arranges conferences at the organizational level to iron-out any differences and discuss problems of mutual concern to all participants prior to implementation of changes and with all levels of management as necessary.
  • Performs analytical assignments of limited scope that may require the application of qualitative and quantitative methods for the analysis and evaluation of internal, organizational operations to determine their efficiency and effectiveness.
  • Identifies, analyzes, and recommends solutions to problems found in work processes and procedures rather than in the substance of the work operations.
  • Reviews and analyzes agreements to ensure alignment with agency goals and compliance with federal regulations.
  • Organizes and delivers briefings to present findings, solutions, and recommendations to managers, and prepares option papers and similar staff reports.
  • Participates in discussions involving the findings and recommendations and of new concepts and practices with potential application to the operations of the division.
  • Performs analytical assignments of limited scope that may require the application of qualitative and quantitative methods for the analysis and evaluation of internal, organizational operations to determine their efficiency and effectiveness.
  • Writes and presents results of studies and analyses made, inclusive of recommended actions, in the form of draft publication for specific phases or portions.
  • Advises on the impact of changes in mission or resources and recommends alternative courses of action and possible solutions for resolving management problems in areas such as systems, manpower utilization, productivity management, workflow, and paperwork management.

Qualifications

Your resume must include detailed information as it relates to the responsibilities and specialized experience for this position. To qualify for the GS-9:
you must have one year of specialized experience that is equivalent to at least the GS-7 grade level performing 3 out of the 5 duties: Communicating with internal and external stakeholders to resolve discrepancies and provide information; conducting studies or parts of studies involving work processes and administrative procedures, which are clerical, routine, and mostly straightforward and common to several different organizations; applying a full range and sequence of analytical steps appropriate for assigned studies, or portions of studies, from planning through fact-finding to reporting results; establishing the necessary facts and links those facts to the appropriate solution of assigned problems and issues while continually deciding whether sufficient information has been gathered to substantiate findings; writing and presenting results of studies and analyses made, inclusive of recommended actions, in the form of draft publication for specific phases or portions.

OR

Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.)

OR

Have the specialized experience described above, but less than one year; and have at least one year of graduate education as described above, but less than the required two years. (To compute the percentages, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentages must equal at least 100% to qualify.) (Note: You must attach a copy of your transcripts.)

To qualify for the GS-11: you must have one year of specialized experience that is equivalent to at least the GS-9 grade level performing 3 out of the 5 duties such as: Reviewing and analyzing divisional organization and functions; participating in discussions, meetings, conferences, and conference calls to secure and provide information, investigate facts, present conclusions, recommendations, and alternatively, obtain concurrence and develop alternate courses of actions; and to mutually resolve problems; Utilizing techniques and methods such as the statistical analysis of information systems; the review of progress reports; acquisition of information from personnel documents, budget reports, and past management studies; discussions and interviews with managers and workers; and the conduct of special inquiries; preparing, reviewing, and processing agreements, briefs, and other work products; planning and conducting studies related to management improvement issues.

OR

Have successfully completed a Ph.D. or equivalent doctoral degree or have 3 full years of progressively higher-level graduate education leading to such a degree.

OR

Have a combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
