Team (Project) Introduction

The Enterprise Security Architecture (ESA) project is a comprehensive initiative by the Department of Veterans Affairs (VA) to enhance and secure its IT infrastructure. The project focuses on developing a unified security architecture that integrates new and emerging technologies, such as cloud computing, IoT, and AI, while ensuring compliance with federal cybersecurity standards. The goal of the ESA project is to protect the VA's information systems and data, ensuring the confidentiality, integrity, and availability of critical information while supporting the VA's mission to provide secure, reliable services to Veterans.

9th Way Insignia has an opening for an IT Program Manager. You will be responsible for the end-to-end management of IT programs, including planning, execution, monitoring, and closure. You will work closely with cross-functional teams, senior leadership, and external stakeholders to ensure that programs are delivered on time, within scope, and within budget. Your role will be critical in advancing IT modernization efforts, improving service delivery, and ensuring the alignment of technology initiatives with the VA’s mission.

Senior Program Manager

Key Responsibilities

  • Lead ESA Program Oversight: Lead and manage the overall ESA program, ensuring successful delivery of all project components, from inception to completion, in alignment with the VA's strategic goals and regulatory requirements.

  • Strategic Program Management: Develop and execute a comprehensive program plan for the ESA, integrating security-focused projects and ensuring alignment with the VA’s broader IT strategy and security objectives.

  • Portfolio Management: Oversee a portfolio of IT projects within the ESA program, particularly those related to security architecture, DevSecOps, and risk management, ensuring each project meets its goals, timelines, and budget.

  • Systems Development Life Cycle (SDLC) Management: Guide the ESA program through the full systems development life cycle (SDLC), ensuring adherence to best practices and enterprise network architecture standards.

  • Agile and DevSecOps Leadership: Lead the implementation of Agile methodologies, including Lean and Kanban, within the ESA program to enhance efficiency and collaboration across development and security teams.

  • Risk and Performance Management: Utilize Clarity and similar project tracking tools to manage risks, costs, schedules, and performance across the ESA program, ensuring that all components stay on track and within budget.

  • Change Management: Apply Change Management practices and frameworks, such as Prosci or Kotter, to manage the impacts of ESA project outcomes on VA organizational processes, ensuring smooth transitions and adoption.

  • DevSecOps Environment Management: Oversee the management of DevSecOps environments within the ESA program, utilizing tools like Jenkins, Ansible, Docker, and Kubernetes to align project deliverables with modern development pipelines.

  • Reporting and Analytics: Use platforms like Power BI or Tableau to generate reports and analytics, providing stakeholders with clear, data-driven insights into the ESA program's progress and performance.

  • ITIL Practices Implementation: Ensure the ESA program adheres to ITIL practices, managing the lifecycle of IT services to align with the VA’s business needs and enhancing service delivery.

  • Contract and Regulatory Compliance: Manage contracts and ensure compliance with Federal Acquisition Regulations (FAR) and other regulatory requirements, particularly in highly regulated environments.

  • Tool and Process Optimization: Leverage project management tools such as Microsoft Project, JIRA, and Smartsheet to optimize program processes, ensuring efficient resource allocation and timely project execution.

  • Stakeholder Communication: Serve as the primary liaison between the VA leadership, project teams, and other stakeholders, ensuring transparent communication and timely updates on the ESA program’s status.

  • Strategic Information Planning: Lead efforts in strategic information planning and business process reengineering within the ESA program, driving innovation and efficiency in the VA’s IT operations.

  • Compliance and Security Clearance: Ensure the ESA program complies with all relevant federal regulations and security frameworks, supporting the process of obtaining and maintaining Tier 4 / High Risk Public Trust background investigations for program personnel.

Required Skills and Experience

  • 15+ years of experience in IT program management, preferably with security-focused projects in enterprise or government settings.

  • Master's degree in engineering, computer science, math, or a related scientific/technical discipline (or 10 years of additional relevant experience may be substituted for education).

  • Demonstrated success managing both small and large-scale IT projects, particularly those focused on security architecture, DevSecOps, and risk management.

  • Expertise in full systems development life cycle (SDLC) and enterprise network architecture.

  • Demonstrated ability to manage a portfolio of IT projects, particularly in security and information technology.

  • Proven track record in strategic information planning and business process reengineering.

  • Success in leading security-related projects and managing Agile development processes, specifically Lean and/or Kanban.

  • General knowledge of information security concepts and public frameworks.
    Skilled in managing DevSecOps environments, using tools like Jenkins and Ansible.

  • Strong proficiency in project management tools such as Microsoft Project, JIRA, and Smartsheet.

  • Experience in using reporting and analytics platforms like Power BI or Tableau.

  • Demonstrated ability to manage risks, costs, schedules, and performance using Clarity and similar project tracking tools.

  • Familiarity with ITIL practices for managing the lifecycle of IT services, ensuring alignment with business needs.

  • Ability to obtaining a Tier 4 / High Risk Public Trust background investigation

Preferred skills

  • Experience with Change Management practices and frameworks such as Prosci or Kotter to manage the impacts of project outcomes on organizational processes.

  • Knowledge of DevOps automation tools such as Docker and Kubernetes to better align project deliverables with modern development pipelines.

  • Understanding of Federal Acquisition Regulations (FAR) or experience managing contracts in highly regulated environments.

Salary Range

The salary range for this position is $101,188.85 - $143,453.44.
