The City of Elk Grove Public Works Department is currently seeking a Fleet Supervisor to join the Operations & Maintenance Division!
The ideal candidate will have increasingly responsible experience in the procurement, upfit, management, and maintenance of fleet vehicles and associated equipment for a centralized fleet program which includes both Public Works and Police departments. The ideal candidate will have knowledge of applicable laws, permits, maintenance principles and standards, best practices, safety, and the ability to make sound decisions. This position requires excellent communication and organizational skills, and the ability to work independently and exercise good judgment and initiative.

Representative Duties
DEFINITION
Under general direction, plans, schedules, assigns, reviews, and supervises activities of the City's fleet operations, including budgeting, purchasing, licensing, equipment up-fitting, routine maintenance, mechanical and vehicle collision repairs, end of vehicle life deconstruction/disposal and special vehicle projects; plans and coordinates a comprehensive fleet maintenance program including the inspection, maintenance, and repair of City vehicles and equipment; inspects vehicles and equipment and identifies potential maintenance and repair needs; oversees and inspects work in progress and completed work of assigned employees and contractors for accuracy, proper work methods and compliance with applicable standards and specifications; provides complex staff assistance to management staff in areas of expertise; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Operations Manager. Exercises direct supervision over technical and maintenance staff.
CLASS CHARACTERISTICS
This classification is the supervisory level within the Fleet series that exercises independent judgment on diverse and specialized fleet maintenance activities with significant accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of assigned staff and providing support to assigned management staff in a variety of areas. This class is distinguished from the Operations Manager in that the latter has full management authority in planning, organizing, and directing the full scope of maintenance operations within the department.

- Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
- Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
- Coordinates assigned services and operations with those of other divisions and outside agencies.

- Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, databases, and files; ensures the proper documentation of operations and activities.
- Answers questions and provides information to the public; investigates and responds to complaints and inquiries from the community, other departments, and agencies; recommends corrective actions to resolve issues.
- Participates in developing and overseeing requests for proposals for contracted services; gathers information to prepare scope of work and any technical specifications; assists with evaluating proposals and award recommendations; reviews and approves change orders, service agreements and invoices.
- Provides assistance in coordinating the day-to-day operations of the Fleet Maintenance Section, including vehicle/equipment maintenance and repair, inspections, regulatory compliance, and program administration.
- Responds to and resolves fleet maintenance inquiries and complaints from City Departments, staff, and bargaining units, by ordering and coordinating the inspection, testing, repair, and servicing of the City's vehicles, equipment, and fuel tanks.
- Administers the Fleet Maintenance Safety Program; addresses safety issues within the Fleet Maintenance Section; participates in onsite inspections with Cal/OSHA; coordinates the repair and/or replacement of unsafe equipment.
- Implements the Regulatory Compliance and Action Program for the Fleet Maintenance Section, which includes tracking of Federal and State legislation; coordinates testing and submits data and related information for various permits; and serves as liaison with outside regulatory agencies for air quality, stormwater quality, and hazardous materials management.
- Investigates and evaluates accident damage and prepares reports of findings; prepares detailed budget requests for repair activities; participates in long-term planning to assess future needs.
- Inspects and reviews work-in-progress and closed work orders on a regular basis; assesses effectiveness of operations and performance, and makes recommendations for modifications as needed.
- Ensures staff observe and comply with all City and mandated safety rules, regulations, and protocols.
- Performs related duties as assigned.

Completion of twelfth (12th) grade and three (3) years of increasingly responsible skilled experience in the maintenance and repair of automotive and equipment.
Licenses and Certifications:- Possession of, or ability to obtain by the time of appointment, an appropriate, valid California driver's license.
- Possession of, or ability to obtain within one (1) year of hire, an appropriate, valid Class A California driver's license.
Physical Demands and Work Environment
PHYSICAL DEMANDS
When assigned to an office environment:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds. When assigned to a field environment:

ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous chemical substances and fumes. Employees may interact with members of the public or with staff under emotionally stressful conditions while interpreting and enforcing departmental policies and procedures.
