Job Summary

The Deputy Director of Safety Engineering & Certification is a safety-sensitive senior management position and will assist the Director of Safety Engineering in implementing and monitoring the Authority's Safety and Security Certification, Management of Change, and Configuration Management and Control programs

Duties & Responsibilities

  • Assist and support the Director of Safety Engineering on the design, implementation, and/or monitoring of safety engineering programs in the areas of vehicle procurements/overhauls, system upgrades/modifications, infrastructure improvements, and construction projects.
  • Manage the certification process for the MBTA following the Safety & Security Certification Program Plan (SSCPP).
  • Direct and supervise a staff of union and contract employees dedicated to system installations, vehicle procurements, and construction projects including upgrades and modifications. 
  • Provide assistance for the design, implementation, monitoring, and periodically revisions of critical MBTA Safety Engineering programs, including but not limited to Hazard Management, Safety and Security Certification, Management of Change, and Configuration Management and control.
  • Prepare specialized reports, including Hazard Assessments, System Safety Assessments, and Root Cause Analyses to identify direct or contributing human, mechanical, and/or material factors.
  • Supervise the review plans, drawings, designs and specification submittals by contractors and internal departments on new or modified products, systems, and vehicles to ensure a safe operating environment.
  • Communicate and collaborate with other MBTA departments and executives to provide technical guidance and support on organizational safety matters through internal correspondence, outreach, training, and safety working groups/committees.
  • Provide technical assistance to enhance safety during the design phase of a given project.
  • Correspond and coordinate with regulators, as well as internal and external stakeholders, regarding safety incidents, audits, advisories, directives, corrective actions, and other activities.
  • Provide workplace safety oversight and implement safety programs and bulletins to comply with Massachusetts Department of Labor Standards (DLS) and US Occupational Safety and Health Administration (OSHA) regulations and standards.
  • Direct and supervise a staff of union and contract employees dedicated to system installations and vehicle procurements and acquisitions, including upgrades and modifications.
  • Oversee the identification and evaluation of risks associated with vehicle and system projects, procurements, and modifications.
  • Monitor and ensure organizational compliance with federal, state, and local applicable laws, statutes, regulations, rules, and guidelines for safety.
  • Assist with directing and coordinating with all Authority departments to ensure that all safety related activities conducted by the departments are performed in accordance with the Transit Safety Plan (TSP) and in compliance with applicable codes and regulations.
  • Assist in the recruitment, training, discipline, and promotion of MBTA Safety personnel.
  • Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week.
  • Drive a company or personal vehicle to visit work sites and assist with emergencies and/or special events as needed.
  • Respond to each inquiry, whether from a customer, vendor, or coworker in a courteous and professional manner consistent with the Authority's customer service quality standards.
  • Uphold the rights and interests of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable), and policies of the Authority including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.  
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution in engineering or related field.
  • Five (5) years of experience in designing, implementing, and/or monitoring operational safety programs or system safety engineering programs. 
  • Two (2) years of related leadership, supervisory, and/or management experience.
  • Working knowledge/understanding of 49 CFR Part 659/672/673/674 (the State Safety Oversight Program), 49 CFR Parts 200-299 (FRA Regulations), 454 CMR 25, and 220 CMR 151. 
  • Effective organizational, analytical, confidentiality, quantitative, multitasking, and time management skills. 
  • High degree of skill in Microsoft Word, Access, Excel, PowerPoint, PeopleSoft or other mainframe applications.
  • Handle sensitive and confidential information in an appropriate manner. 
  • Excellent customer service, conflict resolution, negotiation, communication, speaking, and writing skills. 
  • A valid driver's license. 
  • Ability to work any and all shifts and/or locations as assigned or directed and be available to work twenty-four (24) hours per day, seven (7) days per week. 
  • Ability to supervise and work effectively with a diverse workforce.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. 
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. 
  • A master's degree in a related subject substitutes for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.  

Preferred Experience and Skills

  • Seven (7) years of experience in the transportation field with a concentration in civil, mechanical, electrical, or structural engineering. 
  • Experience working in transportation, safety, or related field; and candidates demonstrating an understanding of OSHA/DLS Regulations, the Federal Transit Administration (FTA) and/or DPU regulations, knowledge of American Public Transportation Association (APTA) standards, and/or experience conducting training. Experience in the transportation industry with commuter, heavy rail, light rail, and/or bus systems. 
  • Experience with transportation equipment, such as vehicles, track, structures, facilities, power, signals, communication, and control systems.

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
