Job Description
Assists the Long-Range and Strategic Planning Unit with system-wide activities across all CTtransit divisions (Hartford, New Haven, Stamford, Waterbury, Meriden, New Britain, Bristol, Wallingford, CTtransit Express & CTfastrak) with emphasis on GIS-based analysis and developing GIS-based products to support various planning initiatives.
Example of Duties
- Assist with all aspects of service design and development, including conducting in-depth service analyses and evaluating service performance.
- Responsible for the development of short-, medium- and long-term planning studies. This includes studies at the individual route, corridor, divisional and modal levels and shepherding those projects from concept to implementation.
- Assist with evaluating public and private development projects for transit access. Assist with the design and development of transportation infrastructure projects, including transit stations, transfer hubs, park & ride facilities, etc. Assist with the evaluation of bus stops at the corridor level, including stop spacing, design, placement and amenities.
- Assist with the development of CTDOT’s annual Service and Fare Equity analysis (SAFE) and related outreach efforts.
- Investigate internal and external service requests. Present findings and recommendations to senior leadership and/or the Service Review Committee.
- Develop and maintain geographic route profile summaries for all CTtransit services. Assist the Marketing & Communications team with the development of system maps, presentation materials and other geographic resources to support various projects and initiatives.
- Participate in and lead internal and public outreach efforts including meetings, presentations, charettes, listening sessions, surveys, etc.
- Maintain regular professional contact with state and municipal officials throughout CTtransit’s service area and with representatives of neighboring transit service providers. 9. Coordinates and schedules meetings with staff, consultants, and external partners as needed.
- Assists customers with questions and concerns, resolves problems and conflicts with other customers or Operators, modeling Ambassador skills in all interactions.
- Prepares reports, presentations, and correspondences as needed.
- Ability to report in-person to any CTtransit or CTDOT facility as needed. Ability to travel in state to attend meetings or conduct fieldwork. Ability to work outside of normal business hours, including occasional nights and/or weekends.
- Attend in-service training, seminars or other opportunities for professional development as made available by the Agency. Provides training for Agency personnel as required. Actively participates in staff meetings, trainings, etc.
- Manages the coaching, training, discipline and/or commendations for all entry level service planning employees as needed.
- Has thorough working knowledge of Agency policies and procedures, and collective bargaining agreements.
- Work cooperatively with all levels of personnel inside and outside the organization. 17. Will participate in the interview process, and the selection process for new positions. 18. Assists other departments and divisions as needed.

Qualifications
- Minimum possession of a bachelor’s degree in Geographic Information Science, Public Administration, Urban Studies, Regional Planning or closely related field and five (5) years of relevant work experience is required.
- An equivalent combination of education and work experience on a year for year basis can be substituted for the 4-year degree requirement.
- A minimum of 2 years of leadership experience is required.
- Experience working in a union environment, interviewing, hiring, training, employee development, employee discipline up to and including termination.
- Expert knowledge of GIS applications (ArcGIS) and experience with GIS-based demographic analysis is required.
- Graphic design experience and knowledge of graphic design applications (InDesign, Illustrator) is highly desired.
- Knowledge of public transit scheduling and service design concepts is desired. 8. Familiarity with state and federal public transit policies and regulations (ADA, Title VI, etc.) is also desirable.
- Intermediate or advanced knowledge or understanding of software programs (Microsoft office suite) and public transportation operations software (CAD/AVL). The ability to quickly learn internal software programs.
- Power BI or other analytics software experience is required.
- A Valid Driver’s License is required. Individual may be required to travel in the course of their daily work.
- Ability to accurately gather, organize, process, analyze data and create reports as needed. 13. The ability to prioritize projects and have excellent communication (written and verbal), interpersonal skills, tact and diplomacy.
- The ability to work both independently and in a team environment.
- Must be able to handle confidential information.
