SUMMARY:Responsible for physician and medical staff employment and contracting, service line business operations, budget and financial management, strategic planning, performance management, and professional development;
The Chief Physician Executive (CPE) is an executive leader that plans and oversees physician resources to ensure high quality patient care is available across service lines, delivered safety and as efficiently as possible. Reporting to the Chief Medical Officer, the CPE is responsible for the overall physician experience and achievement of key metrics, recruitment, and clinical staffing to optimize provider resources across the care continuum. The leader collaborates with others to support the patient experience, quality, and safety across service lines in support of the mission of the health system. The CPE provides input into the strategic plan, budget and implements approved physician and medical staff employment and/or contracts to ensure adequate staffing, provides ongoing physician/provider performance management, and professional development.
The CPE also oversees medical staff-related labor relations, employee relations, payroll and timecard management, leave management, and incentive structures for employed and contracted medical staff.
Executive Matrix: the CPE serves as critical partner to the AHS CFO and COO to achieve aligned clinical strategy development and deployment, clinical operations business development, and fiscal management of the physician and APP workforce.
DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: Following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.
1.Design and deploy care models that support top-of-license work, efficiency, safety, and joy in work.
2.Submit annual recruitment and retention plan for physicians and APPs across service lines/care continuum to meet clinical and operational objectives.
3.Provide timely budget input related to physician recruitment, service line development, capital, and operational needs of providers.
4.Recruit physicians and APPs consistent with the budget; hire locums as required for necessary short-term coverage of services. Collaborate and support leaders to achieve budget goals.
5.Establish and communicate goals for providers that drive results consistent with the Strategic plan ( i.e. pillars, patient experience, quality, community engagement, stewardship.)
6.Develop a performance management system to ensure each provider understands their organizational goals, individual goals and can measure achievement toward goals.
7.Communicate regularly with administrators, executive teams on physician experience, achievements, and escalate issues.
8.Establish credentialing and privileging protocols that ensure on-time onboarding and offboarding of new physicians and APPs.
9.Ensure providers are scheduled and work consistent with employment agreements/contracts.
10.Participate in the design and maintenance of infrastructure to ensure provider costs are captured and reported accurately at the service line level, entity level and achieve regulatory reporting requirements.
11.Collaborate/partner with administrative leaders to optimize revenue cycle including clinical documentation and coding.
12.Collaborate/partner with administrative leaders to maximize supplemental funding pertaining to patient access, clinical measures, and care continuum.
13.Collaborate/Partner with human resources to resolve employee relation issues and union contract negotiations.
14.Identify and implement professional development pathways and promotion opportunities for physicians and APPs as available in the budget.
15.Provide input and manage to the department budget.
16. Performs other related duties as assigned by the Chief Medical Officer.
MINIMUMQUALIFICATIONS:
Required Education: Doctorate of Medicine or Doctor of Osteopathic Medicine.
Preferred Education: Master's degree in business, healthcare or health administration related discipline.
Required Experience: Significant clinical and administrative leadership experience in a multispecialty, multisite organization.
Preferred Experience: Experience with physician employment, recruitment, compensation modeling, risk management, professional development; experience with physician contracting and fair market value assessments
Required Licenses/Certifications: Possession of a valid license to practice medicine in the State of California;.Board certified in clinical specialty.
