The Village of Glen Ellyn is a vibrant community seeking experienced, team-oriented, and collaborative candidates for the position of Assistant Village Manager. Located 20 miles west of Chicago in DuPage County, Glen Ellyn is recognized for its excellent library, park district, top-rated schools, and the College of DuPage. The Village combines beautiful neighborhoods, open spaces, and a thriving commercial sector, including a historic downtown with diverse restaurants and specialty shops.

DESCRIPTION:

The Assistant Village Manager is an executive-level position and a vital part of the management team, contributing to the organization through strategic and tactical leadership. This role focuses on people strategies, organizational development, cultivating a positive organizational culture, and fostering leadership growth. Responsibilities include planning, managing, directing, and reviewing Village operations in administration, human resources, information technology, community development, economic development, communications, and senior services, as well as overseeing special projects. The position involves coordinating Village services with external agencies and organizations, supporting department directors with various projects, providing high-level administrative support to the Village Manager, and ensuring responsive and efficient service to Village residents and the public.

ESSENTIAL FUNCTIONS:

  • Provide strategic and tactical leadership to support organizational culture, employee development, and leadership growth.
  • Develop and implement goals, objectives, policies, procedures, and work standards to align with the Village's strategic plan.
  • Oversee the Community Development functions, including the Building and Planning Divisions, through supervision of the Community Development Director.
  • Supervise the Human Resources Director, focusing on workforce planning, training, and leadership development.
  • Assist the Human Resources Director with employee relations, grievances, collective bargaining, performance evaluations, and compensation planning.
  • Supervise the Information Technology (IT) Director, evaluating operations and planning long-term technology strategies.
  • Manage administrative support, communications, economic development, and senior services functions.
  • Support economic development initiatives by fostering communication and collaboration with local organizations such as the Chamber of Commerce and Downtown Alliance.
  • Develop and enforce administrative policies and procedures to ensure effective and efficient service delivery.
  • Advise the Village Manager on budget planning, financial management, personnel development, and organizational strategies.
  • Participate in the selection, training, coaching, and evaluation of staff; provide input on disciplinary actions as necessary.
  • Provide support to the Village Board and other boards and commissions as assigned by the Village Manager.
  • Represent the Village in interactions with government agencies, community groups, and professional organizations.
  • Monitor and interpret changes in laws and regulations, assess their impact, and implement necessary adjustments to Village policies and procedures.
  • Contribute to service quality improvement by developing work teams and refining policies and procedures.
  • Foster a positive and collaborative work environment while interacting with the public and staff.
  • Serve as Acting Village Manager in the absence of the Village Manager.

QUALIFICATION REQUIREMENTS:

  • Master's degree in public administration or a related field.
  • At least seven (7) years of professional municipal administrative experience, including at least three (3) years in a supervisory or managerial role.
  • Experience in Community Development and Human Resources is preferred; OR an equivalent combination of education, training, and experience.
  • Valid driver's license.
  • National Incident Management System (NIMS) certification.
  • Principles, practices, and procedures of public administration in a municipal government setting.
  • Administrative principles and practices, including goal setting, program development, implementation, evaluation, and work standards.
  • Functions, authority, responsibilities, and limitations of an elected Village Board.
  • Principles and practices of team development and motivation.
  • Principles and practices of budget development and administration; applicable legal guidelines and standards affecting municipal government.
  • Social, political, economic, environmental, and related issues influencing municipal government functions and activities.
  • Computer applications related to the work.
  • Records management principles and practices.
  • Principles and techniques of effective communication, including preparing clear and concise reports.
  • Planning, organizing, administering, coordinating, reviewing, and evaluating a wide variety of Village programs and services through executive management staff.
  • Training others in policies and procedures related to the work.
  • Developing and implementing goals, objectives, policies, procedures, and work standards.
  • Developing effective work teams and motivating individuals to meet goals and objectives and provide quality customer services.
  • Interpreting and applying federal, state, and local laws related to the areas of responsibility.
  • Using initiative and independent judgment within general policy guidelines.
  • Collaborating effectively with individuals from diverse backgrounds.

WORKING ENVIRONMENT:

Monday through Friday, 8:00 AM to 4:30 PM, with evening meetings as necessary.

Ability to perform job duties in an office environment, including using standard office equipment, sitting for extended periods, and communicating effectively in person, over the phone, and through electronic means. Tasks may occasionally involve lifting or carrying items weighing up to 10 pounds, as well as reading printed materials and viewing digital screens.

SALARY/BENEFITS:

This is a full-time, exempt position with full benefits and participation in the Illinois Municipal Retirement Fund (IMRF), a defined benefit retirement plan. Our comprehensive benefits package also includes health, dental, and vision insurance, life/AD&D coverage, flexible spending, transit, a 457 deferred compensation plan, paid time off, a wellness incentive program, and tuition reimbursement. Actual starting salary is negotiable, and will be dependent upon qualifications, experience, and professional achievement. The current salary range for this position is $133,811 to $187,336 (Grade W). Anticipated starting salary is +/- $160,573.
