ABOUT THE ROLE:
The Administrative Hearings Officer will perform a key role in the parking ticket dispute process. The Administrative Hearings Officer will determine whether a disputed parking ticket was issued in compliance with the City’s Traffic and Parking Regulations. The Administrative Hearings Officer will review parking ticket disputes, do research, conduct administrative hearings, and issue decisions.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Perform all duties required to determine whether a parking ticket is valid and issued in compliance with the City of Cambridge’s Traffic and Parking Regulations.
- Analyze, research, and understand the City of Cambridge Traffic and Parking Regulations, and issue decisions related to parking ticket disputes.
- Conduct administrative hearings.
- Communicate the hearing decision to the person attending the hearing and advise them of their appellate rights.
- Engage with constituents to educate and promote compliance with traffic and parking regulations.
- Maintain knowledge of the Parking Management Information System related to the adjudication of parking tickets.
- Access third-party parking payment databases/systems to determine payment status of a parking session.
- Collaborate with the Parking Services Manager and other staff involved in the adjudication process.
- Perform other duties as assigned.
MINIMUM REQUIREMENTS:
PREFERRED REQUIREMENTS:
- Prior experience as a Hearing Officer.
- Familiarity with/knowledge of the Cambridge community, public streets, neighborhoods, garages and off-street parking facilities owned and operated by the City of Cambridge.
- Knowledge of the City of Cambridge Traffic Regulations for motor vehicles and bicycles.
- Public sector experience and knowledge of Municipal Government
- Multilingual skills in Spanish, Portuguese, Haitian-Creole, Mandarin, or any other language spoken by the Cambridge community.
PHYSICAL DEMANDS: Ability to access, input, and retrieve information from a computer. Ability to answer a telephone, retrieve and listen to voicemail messages and return telephone calls. Ability to maintain multiple files. Ability to operate office equipment including copiers, printers, and scanners. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
WORK ENVIRONMENT: Standard office environment. Fluorescent lighting and window unit air conditioning. Moderate noise level, which can elevate with phone calls and walk in members of the public. This position may be eligible for hybrid work under the City's Telework Policy depending on operational needs.
